Objetivos Gerais / Objectives
O objeto da Unidade Curricular Desenho, Gestão e Avaliação de Políticas Públicas situa-se no espaço analítico que medeia as teorias gerais do estado e do processo do seu desenvolvimento histórico, por um lado, e as metodologias de planeamento, gestão e avaliação de políticas públicas, por outro lado. Esse é o espaço da transformação de orientações políticas de fundo em ação prática, em que se movem os aparelhos que planeiam e concebem os contornos operacionais das políticas, gerem a respetiva execução e procedem à sua avaliação. Visa-se, pois, com esta Unidade Curricular, proporcionar uma abordagem compreensiva ao modo como as políticas públicas são processadas, desde a ideia inicial até à lógica a que obedece a respetiva operacionalização, bem como a avaliação dos resultados e dos impactos que produzem.

- Aquisição de conhecimentos teóricos e metodológicos sobre a relação entre planeamento, avaliação e políticas públicas; - Aquisição de conhecimentos metodológicos e técnico-operativos sobre os métodos e conteúdos das principais fases de uma metodologia de planeamento de políticas públicas; - Aquisição de conhecimentos metodológicos e técnico-operativos sobre os principais procedimentos que devem acompanhar o desenho e execução de um exercício de avaliação.

Demonstração da coerência dos conteúdos programáticos com os objetivos de aprendizagem da UC / Evidence that the curricular units content dovetails with the specified learning outcomes
Os conteúdos programáticos percorrem um vetor que conduz das teorias gerais de enquadramento até à utilização prática avançada dos instrumentos de desenho, gestão e avaliação de políticas públicas, passando pelo desenvolvimento de competências metodológicas nos domínios do planeamento e da avaliação de políticas.
Avaliação / Assessment
A modalidade de avaliação contínua da UC consiste na realização de um trabalho em grupo e um relatório individual. A nota final será obtida com recurso à seguinte ponderação: - Trabalho de grupo: 70% da nota final; - Relatório individual: 30% da nota final. A UC não contempla prova escrita de Exame. Como alternativa a avaliação pode ser realizada por via de apresentação dos dois elementos previstos na modalidade de avaliação contínua apresentados unicamente a título individual. Estes elementos de avaliação terão que ser totalmente originais, não podendo ser sido, totalmente ou em parte, alvo de avaliação em momento prévio.
Metodologias de Ensino / Teaching methodologies
O processo de ensino-aprendizagem baseia-se numa abordagem que combina a provisão de elementos de reflexão teórica e metodológica com vista à aquisição de conhecimentos numa perspetiva crítica e à integração das diferentes matérias em campos problemáticos mais vastos, com o trabalho prático dos alunos, dirigido à apresentação de exemplos concretos de políticas públicas, dos mecanismos de tomada de decisão e dos procedimentos operativos de desenho, gestão e avaliação de políticas públicas.

A metodologia de ensino promove a aquisição de conheciemtnos teóricos e metodológicos de enquadramento e ao mesmo tempo a experimentação prática dos procedimentos de desenho, gestão e avaliação de políticas públicas.
