Participation and intersectionality

This week's class focused on 2 key concepts: i) participation, ii) intersectionality. Arnstein's ladder (1969) was used to explore the different levels of participation which were then applied through group exercise. 
This was followed by an outdoor 'power-walk', in which students were allocated different social identities and answered questions with a step forward or not based on their privilege and power in society. After class discussion, this set the context for elaboration on the importance of intersectionality in aid and development in general and participatory evaluation in particular, making use of the definition of Brenshaw (1989). 
The class concluded with an intersectionality mapping exercise that applied intersectionality and social identities.

The class provided an introductory overview of humanitarian action and its challenges. It then outlined the historical roots of participatory evaluation making use of the literature of Chambers (1983) and participatory rural appraisal. It also set out the evolution of humanitarian evaluation from pre-1990s to today (donor accountability, systems accountability, Learning and Participation, System efficiency and Evidence, Localisation and Decolonisation). 
A brief overview was provided around the theoretical frameworks guiding participatory evaluation (OECD/DAC, ALNAP, Rights-based approaches and Empowerment Theory). The class finished with an elaboration on some of the core principles of participatory evaluation, namely: Inclusivity, Respect&Ethics, Co-learning, Action-Oriented.
